% of in pivot table of excel 2010

I am using excel 2010 and want to do "% of" in a pivot table. Let me explain you what I have and what I need

Below is example of user vacation plan based on department

Employee ID |  Department | Total Users in Department | Vacation Type
1                     | Finance          |    5                                           | Thanks Giving
1                     | Finance          |    5                                           | Xmas
1                     | Finance          |    5                                           | New Year
3                     | Finance          |   5                                            | Xmas
3                     | Finance          |   5                                            | New Year
4                     | Operations    |   10                                         | Thanks Giving
4                     | Operations    |   10                                         | Xmas
5                     | Operations    |   10                                         | Thanks Giving
7                     | Operations    |   10                                         | New Year


I need a Pivot that will give me below output

Vacation Type (by Dept)  | Users on Vacation  | % users on vacation (compared to dept strength - column C)
-Finance                              |   2                              | 40%
Thanks Giving                   |   1                              |  20%
Xmas                                  |   2                              | 40%
New Year                           |   2                              | 40%
-Operations                        |  3                              |  30%
Thanks Giving                   |  2                              |  20%
Xmas                                  |  1                              |  10%
New Year                           |  1                              |  10%

You can't do this as a PivotTable. It's the Operations total that shows that what you want is "Discount Count", which is not part of Excel (it's part of SQL Server, not Excel).

You can do it outside of it, using FREQUENCY and other formulas.

The attached is the closest I can come up with.
