I believe you would need new licensing for Office 2013 and this would need to be obtained from Microsoft Volume Licensing centre. Also to install Office 2013 onto a TS/RDS i would recommend an uninstall of Office 2003 and then a clean install of Office 2013 but bear in mind Office 2013 will use more resource on the server than previous versions of office. Also depending on the licensing model you go for you get features like Microsoft Lync.

Not worried about lic or resources as that is not an issue. I'm just interested in best way to upgrade. If upgrade is not suitable then will go with clean install.

Also users using terminal service with office 2003 have their outlook emails.

Clean install would be the best way to carry this out.

Also if you don't mind me saying, i would advise you to look into Office 2010 or Office 365 aswell before deciding to upgrade to Office 2013. We internally never looked into upgrading fron Office 2003 to Office 2010, we did an uninstall and then clean install to our Citrix servers and it worked very well. A partner helping us with the upgrade had advised they perfomed an upgrade and bits and bobs of office didntn work correctly.
