Skype - Cant start video. Try closing other programs that might be using your webcam

I keep getting this message when trying to use my webcam in Skype.
I have:

Reinstalled the Webcam drivers
Downloaded the updated firmware for the web camera
Checked the physical ID of the device and ran Process Explorer to see if anything else was using the camera
Renamed the Skype folders in app data
Completely uninstalled and reinstalled Skype.

The laptop I am using is a Dell Latitude 6430u

I can't see an error message. Can you post a print screen?

The error message is the one in the title -Cant start video. Try closing other programs that might be using your Web Cam.

I have fixed it,  thanks for your help anyway awanda.
I deleted the driver manually in Windows 8 and updated the laptop to windows 8.1 which forced a  reinstall of the drivers (as the drivers are held in the windows repository)  and now my Webcam is working.  Looks to be a driver issue.
