In SSRS you can have parameters that are exposed to the user / scheduled job, such that the user / scheduler can choose values and then the report will run based on those values.  

Some often-used examples are customer id, state code, days / months.   Usually these parameters will directly feed parameters in a Data Source that is a SQL Stored Procedure that accepts those parameters.

To create one that the SP uses, just add the SP to the data source, and you'll automatically see them in the Parameters folder.   To create one that is not related to a data source, in the Report Data window find the Parameters folder, right-click: Add Parameter, and add away.
