"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

DNS records can have arabic (it will be translated back to normal ASCII though). The first part of the email address cannot have arabic characters though.

Is there any reference from Microsoft that it is not possible to create email address in Arabic?

You don't need a reference from Microsoft. You need to look at the current RFC6531 and supported servers. See this page, the first List of supported servers under the Extensions chapter.
