Exchange 2007 distribution lists and duplicate emails?

Have many users belonging to multiple distribution groups, if emails are sent to all the distribution groups how can I stop the external recipients receiving duplicate emails - can this be stopped at the server level?

Short answer is that you cannot.
Internally Exchange can track the message and ensure that recipients only receive a single copy. Unfortunately it cannot do the same for external recipients as each group is expanded and the messages sent to the recipients individually.
Ultimately this comes down to group design, where the design and membership of the groups should ensure that single copies are sent out. If the groups don't allow that kind of design then they will have to accept the multiple copies.
