SBS 2011 High Memory Usage , Memory Leak

I have a SBS 2011 server (ML350 G6 10k SAS drives) with 24GB memory installed, My SQL Application (Console) and the server generally is running really slow. I have checked the memory usage and it sits right up at 99%. The strange thing is the individual processes don't use much at all.
for example the exchange store only uses 187 MB which i would expect to sit in the gigabyte range. Even SQL uses less that i would have expected. The highest memory usage is the IIS worker process with 210 and 187MB subsequently. There are 208 processes running. Not sure what is going on.
Any ideas to isolate the problems. Thanks

Are you showing all processes or just a few?  I would expect you aren't seeing all the processes that are running and eating up the memory.

Usually on SBS, it is SQL chewing up the memory as the default configuration allows it to use as much memory as it wants.

Have a read of the following blog and set the memory for the Windows Internal SQL Database to something closer to 2Gb:
