I accepted WebEx meeting.  I have been provided with the following information:

Meeting Link
Meeting Number
 
Will there be video ?

When the meeting time comes what exactly do I need to do to attend the meeting?

What is WebEx ?

WebEx is Cisco's own way of video conferencing.
Usually, you click the link, and fill in the meeting number. After that, some plugin might need to run/install, and the video will just popup in a new window. If you're the first one inside this "video conferencing room", you will have to wait for the others. When they arrive, you will probably see their video feed inside a smaller window.
You just talk and listen (Best case scenario, it will be a nicely moderated group chat, or maybe just 1 on 1 if only 2 people were invited. Worst case scenario, everyone starts talking at once, and you won't understand a bit they're saying)

Do I have to worry about the plugin ?  I wasn't provided any plugin in the meeting invitation.

No, you will be prompted by the browser if you don't have the plugin. You might or might not need to use Internet Explorer to have it function properly (though I suspect the page will tell you so).
This means, you might have to have admin rights on the computer (depending if the plugin really needs to install, or just load).
