IDE for perl and cgi

looking for a IDE for perl and cgi programming freeware if possible, put will buy it if need too.

I am looking for one that might have a built in ftp that I can connect to my online web and transfer files back and forth.

I am running windows 7 Ultimate

Have you looked at any of the choices listed in the Perl FAQ?

I use Komodo Edit which is Activestate's freeware editor.  They also have a full IDE but it's not free.

I have not used any of the other editors/IDE's in that list, but I have heard that Padre and Eclipse are very good.
