Meeting booking from Shared mailbox to Book Room Mailbox

I have a Shared Mailbox showing in my calendar from which booking a Room Mailboxes. Please confirm what is the procedure or can we book the Room.
Shared Mailbox and room mailbox is on Exchange 2010. When sending any meeting Request. I got the revert that
" Your Meeting is Declined. You do not have permission to Book this Resource"
Please tell what need to check and which mailbox need to be checked.
