Windows 2012 Server - Setup application administrator

I need to setup a user account (role) for an application administrator on a Windows 2012 server.   He/she should be able to install MySQL, PHP, associated webserver etc.    What role should I use to create this user's account?   Any  help will be highly appreciated.    Thanks.

Standard user with the name and password of an administrator to allow installation

please read what I said.. standard user, but to satisfy UAC all installs must be run as administrator and you supply the username and password

Ah ok! I thought there might be role I coukd model after for application admin vs. System admin.

you could go into delegation of users.. but a lamp stack is only ever installed once per machine. it is not an ongoing requirement
