You get access to that with a paid Oracle Support contract.

As Steve mentioned you get access to Oracle support when you pay for product/service and based on contract id you request access and you are given access as long as you pay for support .. If you purchase Oracle product as individual you can get the Oracle Support otherwise no access to support...
