How Can we change Quick Link Heading Fonts in Sharepoint 2013 without writing a code ?  Can we change Quicl link Heading font size and color from Sharepoint site itself?

Open developer tools in the browser (IE is F12) select the arrow and click on the element you want to change and take note of the style class or ID. Then insert a content editor web part and create your own CSS style using the class or ID you noted before.
If you need to do this across the whole site then you'll need to create your own custom style sheet and reference this in your masterpage. But that's a whole new tutorial! Google Randy Driscoll and you'll find out how. He's basically #1 when it comes to SharePoint branding
