run Get-ADForest | fl

if your functional level isn't 2008 R2 you can't enable it until you raise it

Step 1: Enable Active Directory Recycle Bin

and did you verify the functional level of the forest or the domain?
the forest needs to be 2008 R2

you can use ldp or powershell to restore

Step 2: Restore a Deleted Active Directory Object
