User can't touch the wifi access

Is it possible for a normal user that can't add any wifi network, only the one that we have assigned to the laptop ?

Yes you can use Group Policies to specify wireless networks for the laptop. See here for step by step instructions: http://www.petenetlive.com/KB/Article/0000923.htm
