Could you please provide an example a very comprehensive Referral Fee Agreemen, where the Referrer's rights are properly covered.

To make it comprehensive you'll need it to apply to the law in your country/locale/State

There are hundreds of templates available online - for example:

for non-exclusive introduction fees but TBH getting one written on an IT site and expecting it to hold up legally is asking a lot and leaves you completely at risk.  You really need to get a lawyer in your part of the world to sign it off.
