Fix VSS on Server 2003 after cloning to bigger drive

I have cloned a server 160GB hard drive to a 2TB drive using Acronis Migrate Easy 7.0. When I check the Shadow Copy for drive C: I get the error "0x8004230f: The shadow copy provider had an unexpected error while trying to process the specific operation"., "Failed to retrieve volumes that are eligible for shadow copies". I've run sfc /scannow and it finishes with no problems. The  Microsoft Software Shadow Copy Provider service and the Volume Shadow Copy service are both running and I've stopped and restarted them both but no change.
Does anyone how to recreate shadow copies or is there any way to recreate the shadow copies? The only solution I have used previously is to run a Windows repair reinstall from the CD but it messes up any installed applications so the have to be reinstalled also. Any help would be appreciated.

You provided information that I will use the next time I have this problem. I have a number of clients with 2003 servers that need to be upgraded with larger hard drives because of miniscule C: partitions. In this case I broke down and did a Windows Repair Reinstall and now I have to deal with reinstalling licensing services for an inventory app that are on the server. The Shadow Copy is working though.
