Domain Approved Software install without uac off

Is there a place for an enterprise to stage software for workstation installation that will enable the software to be installed without requiring local admin rights and UAC off?

We have an enterprise app that needs to install a virtual local printer that requires UAC off and Local Admin rights to install.

Thanks for any suggestions on how to do this. I am expecting that there is not a way to work around the issue but wanted to ask a wide audience.

UAC is off when the system account is used to install software. Of course the system account also has all required privileges and full access. The system account would be used automatically in
1 startup scripts
2 GPO based software deployments

Use those.
