New created user name can't access phpadmin and mysql

I have installed WAMPServer and create a new user. However, the both the phpadmin and MySQL can't login through.

It works fine for root. Any idea ?

That's not true.  I have dozens of different user logins on the MySQL servers in my network.  But... MySQL users are identified by username, password, and source.  If you have created a user that only has an 'anyhost' connection, that user can Not connect thru 'localhost'.  You have to create a second user that is identical Except the the connection is 'localhost' instead of 'anyhost'.
