I have a serious issue with exchange server were all users mailboxes located on MBDB001 can’t send emails. The emails forwarded to draft folder.
When I move this user mailbox to another database it works properly.

Please see if public ip is added as a secondary DNS ip in the NIC properties. If yes then remove it and then check.

Do you have both mailbox databases on the same server? - If yes, No problem with server level.
Compare the configuration details of working and Non-Working Databases - You may get a clue.

MBDB001is the problematic Database. You mentioned after moving the mailbox to another database, it works.
Are these both on the same server?

You might want to consider repairing your exchange database.

I had attached the link from technet.

A quick fix could be to create a new database and move all users to it.
