Emails not sent only from one MB Database and get forwarded to Draft folder - Exchange 2013

I have a serious issue with exchange server were all users mailboxes located on MBDB001 can’t send emails. The emails forwarded to draft folder.
When I move this user mailbox to another database it works properly.

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Please see if public ip is added as a secondary DNS ip in the NIC properties. If yes then remove it and then check.

Do you have both mailbox databases on the same server? - If yes, No problem with server level.
Compare the configuration details of working and Non-Working Databases - You may get a clue.

A quick fix could be to create a new database and move all users to it.
