I have Sql Server 2008 R2  Developer and also Sql Server 2012 fro Developer editions.
However, I do not see the Business Intelligence Development Studio for them.

Does Business Intelligence Development Studio come in  Sql Server 2008 R2 Developer and also Sql Server 2012  Developer Editions?

Did you chose the option for installing the BIDS during the SQL Server setup? It's in the Shared Features.
