is there any way to prohibit IE plugins loading on select sites?

I don't think so.  A web site does not have control of the client's browser plugins.

I have never seen such a thing.  But how would you get access on the client side to someone else's browser?

Was hoping there was a gpo or something where I can ie don't load flash on select website

I don't know.  You may want to delete this question and ask it again and mention GPO and Flash in the title.  Making your question more specific should get you better answers.
