vTiger CRM issue

I installed vTiger 6.1 and having a odd issue with 1 module.

Module Projects:

When I create a filter I will set the filter to show projects assigned to a user. The filter work fine if you are logged in as admin but if I log in as another user the filter does not display any results.

It looks like a permission issue. I was playing around with the roles config for the role the user is assigned to. If I select "View All" then the custom filter under projects for the user works.

This must be a config issue so looking for an expert vTiger person to help me out with my settings.
