Is there a smartphone app to alert you if you send to an external recipient?

We have SBS2011 / Exchange 2010 and want to set up an alert to notify users if emails they send include external addresses.  Add-ins for Outlook are available for this, for example:

 http://www.safesendsoftware.com/
 http://www.sperrysoftware.com/Outlook/Safeguard-Send.asp
 https://www.ablebits.com/outlook-check-email/howto-check-email.php
 http://www.thepaynegroup.com/products/outlooksend/

However, is there such an app available for either Android or Apple smartphones, or indeed is there another way to set up a notification?  I haven't been able to find one myself.  Thanks in advance!

I don't know of an App that will do that. IBM Notes Traveler for Android has that functionality, but while it's free, it only works if you are using IBM Notes (formerly Lotus Notes) or Domino.
