PHP vTiger CRM Outgoing Mail

I am having an issue getting vTiger setup to send email. I keep getting this error:

Test Mail Status : Mail could not be sent to the admin user. Please check the admin emailid/Server settings

I've tried everything that I have found on google with this error. Looking for some fresh eyes on this one.

I am running PHP 5.3 and it's supported on 5.3. I have a few sites that won't run properly on 5.4 so I can't upgrade till 2015.

Have you enabled SSL support for PHP?
extension=php_openssl.dll (in php.ini)

I ended up resolving this myself. I changed the settings to use SMTP and had to change the outgoing mail server port manually in vtiger database. vTiger was putting in port 0, where I changed it to port 26. Port 25 would have worked too. It's a bug in vtiger.
