TERMINAL SERVER ERROR 1004

Event ID: 1004

Event Source: TermService

Event Description: The terminal server cannot issue a client license.

WINDOWS SERVER 2008 showing this error for terminal server.

we have 50 lic for the same and hardy half is used. can you all help to solve this
