EXCHANGE 2013 MESSAGE RATE LIMIT

we are using exchange server 2013 cu5. we are receiving the following error from one of the application.

Failed to send MAIL command. 4.4.2 Message submission rate for this client has exceeded the configured limit

our receive connector message rate limit is set to 1000. Application does send maksimum 250 e-mails at one time.

what might be the reason of this error?

If you have increased your message rate limit you need to restart the transport service.

Else, increase your limit to 10000 to test and see if it works.
