server runing terminal services only allows ten connections

have a 2003 server running terminal services to access a small data base , it was part of a domain with a 2003 domain controller , we change the domain controller to a SBS 2011 server .
now the 2003 server running the terminal services will allow 10 users only to access it , it doesn't matter how many terminal services licences  0 or 20 still will allow 10 users , any one have any suggestions .

check Group Policy: Computer Configuration\Policies\Administrative Templates\Windows Components\Terminal Services\Terminal Server\Connections - Limit number of connections

Not heard of this happening before so I would start where you should always start - your event logs.

are you referring to the computers group policy or the domain group policy


there is no entries in the even logs which  mentions any licence errors for Terminal services.

having a good look around the server I found a setting for the network for the server and it mentioned how many connections this was set to unlimited , I changed this to 20 maximum connection ,
yesterday we got all seventeen workstations connected.
I find this strange but it work.

previously the 11 connection would say no connection available .
