unable to get any usb device driver to load getting code 39 and yellow triangle in device manager

No matter what usb device connected to system is unable to load a driver including keyboard and mouse on
a windows 7 system getting code 39

Try the following. Full instructions are in the link

Step 1: Delete invalid “UpperFilters” value from Windows Registry.
Step 2: Uninstall all USB controllers and devices from Device Manager.

update your drivers - starting with chipset driver
what pc model is this?

I have checked the registry location for the usb port and no upper/lower filter entries and I have already removed all the usb drivers from device manager and let plug and reload them and device manager shows everything fine until
you plug even a usb mouse into any port and see a mouse and try to load a driver and then fails with an error that it is corrupted or something else and a code 39 Oh it is a Hp 6005 Pro Ultra small desktop Pc

did you update the drivers yet?
