attachment in vBulletin 4

is there a way to send and a way to receive an attachment using vBulletin 4

because
profile.php?do=editattachments
is a page of attachments.
I can not see how to send a message with attachment but why is there an attachment page

How can I either add attachment in my own profile or send attachment to another user

Why does this section exist if there is no way to create/send attachment

Attachments are possible to do in the posts. You can attach and share with other users on the posts.  You need to enable the attachment options after login as admin "Message Attachment Options"

I am not the admin in this forum. How can I (regular user) upload an attachment.  Button and url is on website so I think attachment is enabled but I am not sure because I am regular user.
