email won't move to PF

"cannot move the item, known error"
This is what i get when i drag and drop an email that contains 9 attachements into my public folder. All other messages are fine.
Email does not seem out of the ordinary. 8 attachments are 32kb PDFs, 1 attachment is a 328kb PDF.
The message body and 2 attachments end up in the PF after the error. The origional email remains in my inbox.
I can move the email around my mailbox fine, just not the PF.
PF settings are same as mailbox (for attachment size limit, retention, etc. etc). PF is email enabled.
Tried looking at KB articles online.. they all tell me to check my PF permissions for anyone with DENY level access... none exist in my PF. Weird.
