Authentication on http to Cisco 3850 errors

I have fully configured a Cisco 3850 and can access the CLI with no problem however I am trying to setup the web interface for the client to easily change things as opposed to using the CLI.

I can access the https site however I am challenged by the following authentication question.  I then put in the usernames and passwords I have configured and they get rejected.

"The server 10.0.0.5 at level 15 or view access requires a username and password"

I am including my config file with the passwords obviously blanked out.

any help would be appreciated.

Try this...

user admin priv 15 secret <password>
ip http authentication local
