How to install a "single user" program for a specific TERMINAL SERVERuser?

Running serve 2012 R2 vmware, terminal server....

We have one user we would like to install a program for just their use....  It is currently installed on their desktop, and used only on their desktop....  We could leave as is; however, we would like the individual to be able to access this program "outside" of the office.....

Hope this makes sense.

Install the application as normal on the server and if you only want to limit access to a single user add access permissions via NTFS
