Any member of Local Administrators group can connect to SQL, try to logon using Windows credentials and if successful change the password.

That's not true. In old versions of SQL Server a Local Admin group would be added to a MSSQL instance when it's created but not anymore. You need to add it manually.

That's better. At least someone still has control on the SQL Server instance.
You can't retrieve SQL Server passwords. What you can do is change the password for that login so the user can use the new password to work.
