i have setup a Cisco ASA 5545 device and i have vlans communicating with each other (with same security level).

How do i enable Vlans with different security levels to communicate with each other?

is this done solely in the Access Rules (Firewall)?

Yes, you need an access-list together with a access-group to apply the access-list to the interfaces involved.

If you need help with the syntax, please provide a scrubbed running-config.
