Console app that runs in Remote Desktop Services environment and uses API

I am writing a Console app that runs in Remote Desktop Services environment, and I want to use the  Remote Desktop Services API?   How do I do this?

If I am coding this, can I just install the Wtsapi32.dll on my development system?

It should be already on your system.

Otherwise see Run-Time linking to Wtsapi32.dll and Dynamically calling an unmanaged dll from .NET (C#).
