RDP Windows 2012

Hi

In Windows 2012R2 I have set up a RDP server. I want to modify the clients settings so they don't see the shut down or restart options in the Start Menu.

Where are the RDP users settings?

Those settings are not unique to RDP and therefore you won't find them in any RDS screens or tools. You can use group policy to lock down machines, including RDS machines. But they will be organized into the various windows components that actually control each feature. Not just lumped under RDS.
