What would be the best way to migrate a user on Office 365 on Tenant A to Office 365 on Tenant B?

Both Tenants are using AD DirSync on different AD forests, and no trusts are in place.

What workloads do you have to migrate for that user? Properties can easily be exported via PowerShell, mailbox saved to PST and imported in the new tenant, OneDrive files backed up locally and uploaded to the new one as well. No automatic way to do this if that's what you are asking, though there are some 3rd party tools you can look at.

Doesn't need to be an automatic way, just need to understand the steps involved in the process. The user's computer has already been migrated over to the AD domain used by Tenant 2 and the user is logging in to the new domain so only the mailbox needs to be moved over. I'm aware of the Migration section within the Exchange Admin Center, does this work? Would it accomplish the movement of the complete mailbox?

You can only migrate via IMAP from there, which will copy only the messages (no calendar, no contacts, etc). Better just export the mailbox to PST and import it to the new one.
