Web Services in Visual Studio

I need to create a web service using VS 2013, for server to server calls.  It appears that there are multiple technologies available.  I have previously created (and am using) a web service that I created using asmx type project.  That project won't even open in VS2013.  I tried to create a newer WCF web service, but I am missing some pieces needed to support it.  When I run the service I created, it refers to svcutil.exe to create a client side class to call the service.  I don't have this on my system, and am unsure what I need to install to get it.  I think this would be a solution if I can figure out how to get this tool.

If I move forward with this, it this the most current technology?  Also, Is there an add-in that would allow me to open my old web service in VS 2013?

It all depends on your manager. If they are happy with the classic WSDL web-service you can even continue to use .Net web services. However, if they follow the trends they may request you to build a RESTful web service, because it is modern and cool. Luckily for you, you can easily build a RESTful service with WCF. It is described in this walkthrough . If you implement it you can tell them that it is using modern REST technologies
