Exchange - Outlook Spam policy

where does outlook get its spam policy from where can i whitelist an email for all user

not trying to do it on the outlook level or the hub transport level any other place?

Depends on what kind of filtering your doing mainly (Connection, Content, Recipient, Sender, etc).  You can refer to this TechNet guide that will guide you to whichever one you have setup.

Basically shows all the options available that are part of exchange depending on what you have configured.

Personally I go with external mail filters that way the junk doesn't even hit exchange or handle NDRs for non-legitimate users/emails etc.
