I see this occasionally on Outlook 2013 but 2010 and earlier are fine. <br />

What I do is wait a minute or a bit less and is shows up. <br />

I am assuming the person is doing a Send/Receive. &nbsp;Go to Outlook Define Send / Receive groups and make sure that Auto Send / Receive is enabled and set for the time interval desired.

If you are connected to Exchange server there should be no need to do anything with Send/Receive groups. <br />
Does the problem follow the user to another machine? If not then it is a problem with the workstation, probably around network connectivity. <br />
<br />
Outlook/Exchange communicate in a push method when in cached mode. Nothing to do with send/receive settings. Exchange tells Outlook that something has changed and then Outlook does a query. If that pushed packet is not being received, then Outlook will just sit there, because it doesn't know anything has changed. <br />
Restarting Outlook simply forces Outlook to do the download of fresh messages. <br />
<br />
It isn't a setting that you can toggle on/off, it is an indication of a fault or something blocking the traffic.<br />
