we have one FTP Server  on windows server 2012 R2 and published to internet ,how to  prevent  copy from FTP Server to local machine

please give  a solution

we have a windows server 2012 R2  FTP server ,we need to restrict users download file from FTP server that is user cannot copy file from FTP Server to local machine

 we need users only upload files  to ftp server .

please give a solution

From what I'm reading here http://technet.microsoft.com/en-us/library/hh831729.aspx it looks like you can only restrict them to their ftp account and it restricts them from navigating higher in the directory tree.
