How to do I fix a Xerox 8830 with LL-41 errors?

Xerox 8830 fuser does not warm up after idle.
If you turn off the plotter and let it restart, it will warm up fine L9 >> L0 and print fine.
Then if you let it sit and go to the idle state and then try to print, it will go from L0 >> down to >> L9 and
error out LL-41 or LL-45.

Changed out the heat lamp, driver board, thermistor (this is a 60Hz system).
