how to make the popup div not transparent

Hi,
I have a div , when click Icon , it popup a new div to show the tips , but the popup div is transparent ,  it does not cover the text from original div,
please download the sample and run the sample.html , you will know what I mean .

is there a way to change the tips css , to make it not transparent ? I tried to add opacity=1 but not help
