anyone know how I can get iPhone 4S to sycn/screen mirror with Samsung smart TV?  Both connected to same Wi-Fi

Yes it's possible using the AirPlay feature that was introduced in iOS7, but you'll also need to purchase a 2nd generation and onwards Apple TV device.

I believe starting from iOS8 you don't actually need a WiFi network as the iPhone can connect directly to the Apple TV device however there's not much documentation out there regarding this.

The alternative is to jailbreak your iPhone but I'm not a huge fan of doing that, despite its perceived benefits.

In that case no, you can't do this out of the box with an iPhone and Samsung TV. The feature in your link is Samsung's proprietary screen mirroring technology that only works with other high-end Samsung devices, such as the S3, Note 2, Note 10.1, etc.

Won't work with an iPhone as the AllCast technology used by Samsung is basically a competitor to Apple's AirPlay technology.
