Can we delete cryptnetURL files?

Trying to make a clean up script for files / folders that ccleaner and the windows disk cleanup app don't get to. (yeah, who's going to say that if these don't get the folders, then don't delete the files manually :)

Theres a folder c:\username\appdata\locallow\microsoft\cryptnetURL with loads of older files, can I delete them?

Any other folders you suggest deleting / not deleting?
