how to do text to speech on a particular cell in a table returned by a php file

I have a php file that runs a select query against a databse I would like to have the page read certain cells as in text to speech. attached is part of my php script. I have googlerd and found js that performs tts but I have no idea where or how to include in my php scriptsample-php.txtsample-php.txt

This is more than just a javascript question. The code you included to read text to speech won't work with google TTS any more. You have to build a proxy server in order to get it to work.  Basically, what you want to do is download a TTS plug-in like this one https://github.com/janantala/speech-synthesis and work off of that.

If you are sure that your users are using latest version of Chrome or Safari, you can use HTML5 speech synthesis
