Backing up Server applications question  windows 2008, 2012

I am 90 percent sure I know the answer to this question but am covering my bases.

we have a few application servers.  all of them serve the application through iis.

Server backups are not being maintained.  In case of server failure, the restoration process is for the Network
services team to give us a new vm with the same os version that was on the failed server.  from there, we are to reinstall
the application and connect the application back to the sql instance.  My question is.... is there anyway to back up the application and iss without the os so that a recovery process can take place and get the app server back to its running state?  My thoughts are no.....   the whole os has to be backed up for us to recover the server to a point in time as far as the application is concerned.  

can someone confirm or deny.

The newer Windows Backup that'd create a bare-metal image should do what your wanting, although I must say that I have never done one before so YMMV.
