Google Apps Outlook Sync - Class Not Registered When trying to create a new profile

I have outlook 2013 installed on a new computer. It's a Click to Run version.
I have Google Apps Sync™ for Microsoft Outlook® 3.5.385.1020 installed.
I go to "Set up a Google Apps Sync user" and get the prompt to enter the email address. Once I enter it I get a Class Not Registered message that will not allow me to set up the profile.
Office is Activated, I have logged in to web mail, I have created a manual profile in the interim but need to install GASFMO so that contacts and calendars can sync.
I have all default Apps enabled. This is a new computer (Windows 7 Pro 64 Bit). Her previous laptop had her GASFMO installed and working properly as well.
I have uninstalled/reinstalled etc....
Any guesses as to what to do to remedy?
