Line 1 Always busy on Panasonic Phone System

I have a Panasonic KX-tg4500 phone system that uses Line1 and Line 2 for two separate numbers. Everything was working great until Monday morning when arriving to the office and Line1 was constantly on busy. We checked all the handsets to make sure one wasn't left on etc, and actually pulled the batteries from each handset to test one by one but the base unit was always "Busy" on Line 1.
If you pick up to call on the phone base or and handset it would just goto Line 2 where there was dial tone. If someone calls into the Line 1 number, they instantly receive a busy signal.
In troubleshooting to determine if it was a phone line issue (we have had moisture starting last Sunday night and Monday), I unplugged phone liine that was going into the L1/L2 port on the phone base so nothing was plugged in except for power. When I did that, Line1 was still instantly busy.
Just seeing if anyone else has had this problem. I have not tried to do a power cycle on the base unit or a reset yet. Hoping to not have to do a reset and have to setup the different voicemails and what not if possible.
